A number of FamilySearch trees show him as the son of James Howard & Susanna Dix (shown here). This Joseph was baptized 7 Apr 1765 in Litlington.

Other trees (including one on Ancestry) show Joseph as the son of William Howard & Mary [Cornish?]. This Joseph was baptized 7 Sep 1783 in Litlington.

This William & Mary are probably:
William Howard & Mary Cornish; married 1777 at Litlington.
William may be the son of Daniel Howard & Alice (bapt. 14 Mar 1756;  Conington, Cambridgeshire) - although Conington is 15 miles north of Litlington.
