"The Factory Act appears to be either misunderstood or totally disregarded in this locality judging from the little attention paid to it. The following girls have recently been employed as full time workers before attaining the proper age prescribed by the Act.
Annie Chappele, Anna Burgess, Keziah Dearnalley, Sarah Moore, Ellen Jackson; also the following boys, Charles Booth, John W Shaw, John Hadfield, Samuel Pogson.
The constant drain on this school for full-time workers, renders the efforts of the teacher to maintain a high standard of efficiency of little avail, such has been my experience during the last two years."
